信息化技术助力实验室安全教育及治理体系构建

Information technology helps the construction of laboratory safety education and governance system

  • 摘要: 本文创新性地构建并实践了高校实验室“教育−治理协同驱动” 的安全体系。该体系以信息化技术为关键支撑,建设重庆大学智慧实验室安全综合管理信息平台,实现了安全教育与安全治理的深度融合。在安全教育方面,融合课程教育、在线学习、应急演练构建了精准化教育体系,推动安全知识传授向安全能力培养转型。在安全治理方面,构建了涵盖 “校−院−室”三级责任体系、智能安全准入、动态分级分类管理及闭环整改机制的系统化治理框架,实现了预防为主、过程可控、责任到人。通过教育赋能人员内在自觉和强化制度外在约束,推动安全状态从 “被动响应”向“主动预防” 转变。该安全体系模式对高校实验室安全规范化与科学化长效机制建设提供了参观。

     

    Abstract: In the face of the new challenges of laboratory safety brought by the construction of new engineering, this paper innovatively constructs and practices the safety system model of “education-governance synergy drive”. The system takes information technology as the key support, constructs the comprehensive safety management information platform of intelligent laboratory of Chongqing University, and realizes the deep integration of safety education and safety governance. In terms of safety education, the integration of curriculum education, online learning and emergency drills has constructed a precise education system to promote the transformation of safety knowledge to safety ability training. In terms of security governance, a systematic governance framework covering the three-level responsibility system of “school-college-room”, intelligent security access, dynamic hierarchical classification management and closed-loop rectification mechanism is constructed, which realizes prevention first, controllable process and responsibility to people. Through the internal consciousness of education empowering personnel and strengthening the external constraints of the system, the safety status of the room is promoted from “passive response” to “active prevention.” The safety system model provides a visit to the construction of long-term mechanism for the standardization and scientificization of laboratory safety in colleges and universities.
