高校科研实验室大型仪器设备高效管理与开放共享的实践路径

Optimizing Management and Open-Shared Practices for Large-Scale Equipment in University Research Laboratories

  • 摘要: 高校大型仪器设备是支撑科研创新与人才培养的核心资源,但其管理与开放共享水平仍相对滞后。本文分析地方高校大型仪器设备在购置论证、使用效率、管理模式、资源共享、运维机制及队伍建设等方面存在的突出问题,结合天津科技大学生物工程学院实践,提出系统化提升路径:构建“1+N”集约化统筹管理体系,实现资源整合与优化配置;推进以数字化平台与二维码“数字身份证”为核心的智能化建设,以提升服务便捷性与教学支撑能力为目标。同时,建立覆盖申购、验收、运行、维护、报废的全生命周期精细化管理制度;完善有偿使用与预防性维护机制,形成“以机养机”的良性循环;加强专业化技术队伍建设,强化技术支撑与服务效能。实践表明,上述举措可有效破解仪器闲置、共享不足、运维粗放等难题,显著提升使用效益与开放共享水平,为地方高校大型仪器设备高质量管理提供可借鉴的实践范式。

     

    Abstract: ​Large-scale scientific instruments in universities serve as critical resources for supporting research innovation and talent cultivation, yet their management and open-sharing capabilities remain relatively underdeveloped. This paper analyzes the prominent issues in the procurement evaluation, utilization efficiency, management models, resource sharing, operational maintenance mechanisms, and team development of such instruments in local universities. Based on the practical exploration and operational practice of the College of Biotechnology, Tianjin University of Science and Technology, we propose a systematic improvement pathway: establishing a centralized “1+N” integrated management system to achieve resource consolidation and optimized allocation; advancing intelligent construction centered on a digital platform and QR code-based “digital identity” to enhance service accessibility and teaching support capabilities; implementing a full-lifecycle fine-grained management system covering procurement, acceptance, operation, maintenance, and decommissioning; improving fee-based usage and preventive maintenance mechanisms to form a “self-sustaining” virtuous cycle; and strengthening professional technical team building to reinforce technical support and service effectiveness. Practical results demonstrate that these measures can effectively address challenges such as instrument idling, insufficient sharing, and extensive maintenance, significantly improving utilization efficiency and open-sharing capacity, thereby providing a replicable practical model for the high-quality management of large-scale instruments in local universities.
