Constrains on Opening and Sharing of Instrument and Equipment in Universities

Based on the policy and system about instrument and equipment sharing in the state and local government, this paper proposes the baffle of local government, universities and research institutions and companies in the region. Firstly this paper presents the baffle of the policy and system, from the aspects of finance, customs, taxation and assets. Then this paper proposes the questions of universities and research institutions about instrument and equipment sharing. At last, one puts forwards the restriction of companies in the process of instrument and equipment sharing.
