Abstract: Because of the high use intensity and large flow of personnel in open laboratories, high requirements for exploring and improving management mechanisms were put forward. Constructing and implementing a reasonable and effective emergency management mechanism for public health emergencies can ensure the efficiency and safety of users, and effectively respond to special challenges such as epidemic prevention and control. This paper summarizes the emergency management model of open laboratories in colleges and universities, puts forward the ideas and mechanisms for emergency management in response to public health emergencies, and discusses the implementation effects of some cases.
