Abstract:
As a strategic resource of the scientific and technological innovation system in universities, the optimization of the management mechanism of large-scale scientific research instruments plays a key role in the construction of discipline ecology and the cultivation of outstanding talents. Aiming at the problems of lack of supervision mechanism, low degree of sharing, shortage of operation and maintenance funds and so on, this study proposes a trinity governance framework of “standardized management, resource sharing and cost sharing” under the guidance of the “double first-class” construction strategy. Based on the OTO (online to offline) mode, an intelligent instrument sharing platform at the department level was constructed and verified in the College of biological sciences and engineering, Fuzhou University. The results showed that the annual service time of platform equipment increased by 52% (up to 2000 hours), and the self-sufficiency rate of maintenance funds increased from 58% to 90%; The cross-disciplinary sharing rate increased from 9% to 37%; Management efficiency increased by 45%. The innovative operation mechanism of large-scale scientific instrument resource sharing platform provides a reference and paradigm for the management of large-scale instruments in colleges and universities.
