Abstract: In recent years, because Internet Protocol Television and mobile TV are able to adapt to the trend of networks development, the vast number of consumers start to pay attention to it. However, mobile TV regulation is still at groping stage. In order to monitor the mobile TV content real-time and regulate the clients, we established a back line from user to platform first. At the same time, we can structure a platform, which can test the legality of the IPTV programs and the ability to distinguishing videos transmission quality. Finally, we realize the content regulation and quality supervision, in order to monitor the legitimacy of the mobile TV program, and prevent the illegal and tampering with the program, and ensure the mobile TV user receives legal content. We design an IPTV and mobile TV regulation platform based on SSH architecture through the software programming. We use the Yahoo and Load Runner test performance at last.
